Dummy entry causes problems ...

If a playlist includes a ‘dummy’ entry (as a marker or reminder) then this causes an error when trying to ‘mix down’ the playlist.

Should zero length non-audio types (Dummy, Command etc) not be ignored when performing audio functions such as mix down or mix editor?

Hm. That’s true. There should be at least a warning message or so, allowing you to skip all items that don’t work with mixdown, in particular non-playable items and streams.
