You must have the encoder connected via an event, for example. The whole thing would also work via actions or screen objects. See:

Actions or events are not necessarily to connect the encoder with the streaming server.

As I said before, go to GUI → Screen Objects, and add an Encoder Status object to the main window. This will contain the connect button, audio levels etc.

and then click the “connect” button in the encoder screen object itself. Please make sure that the stream is checkmarked as active:
