I have checked IVP again here, and I have to apologise!

You were quite correct when you said that START_NEXT_IN_SYNC was using too low a value. :-[

I have changed the default to START_NEXT_IN_SYNC value to 250 mS and I have created IVP 4.1 as a result. Apart from a few minor internal ‘cosmetic’ changes, that new default value is the only difference between 4.0 and 4.1.

I’m about to post V4.1 and withdraw V4.0.
