I want the encoder status (as found under mAirList > Control Panel > Encoder) to be in front of my screen e.g. right under the clock. This way I can immediately see how many listeners are connected to my ShoutCast stream.

Yes, the Layout Designer allows you to move any item around within the mAirList window. If you want a screen object ‘in front of’ another screen object then there is no reliable way to do that: you need to make sure that no screen object overlaps any other screen object.
No, you cannot move any mAirList screen object outside the mAirList window using the Layout Designer.
(Well, technically you can manually set a mAirList screen object’s coordinates to be ‘outside’ the mAirList window, but you still won’t see it, precisely because it’s now ‘outside’ of the mAirList window and therefore it will never ever be visible.)
The current Layout Designer allows you to set the “Z-order” for the screen objects, that is, specify which object sits “above” which other object, in case they overlap.
