BROWSER & RECYCLE BIN - SEPERATE

To create the layout i really want i need to be able to seperate the recycle bin and the browser.

Is there a way i can already do this,

Could you create this as an option?

From memory I think you can turn off the recycle bin altogether but not separate the browser/recycle bin.
